S&P/Case-Shiller index sees big gains for major metropolitan areas -- especially Phoenix, which is up 23.0% compared with a year ago.

Home prices made nice gains in February, according to the widely watched S&P/Case-Shiller Home Price Indices, with all 20 cities tracked showing year-over-year improvement.

Data through February 2013, released today, show average home prices increased 8.6% and 9.3% for the 10- and 20-City Composites in the 12 months ending in February 2013. 

The 10- and 20-City Composites rose 0.4% and 0.3% from January to February.

It stands to reason: The pool of consumers willing to invest in home improvement projects dramatically swells when home prices are increasing. Under those conditions, not only does a new kitchen look nice, it promises a nice ROI.

That's why the latest S&P/Case-Shiller Home Price Indices, released late March, was hailed by the industry as a positive sign. Not only did two widely watched indices of home prices climb to the highest marks since the burst of the housing bubble, but all 20 cities on the list posted year-over-year gains — eight of them in the double digits.

Rebuilding Together has teamed up with Lowe's through its Community Partners program to provide free home repairs to four low-income homeowners and to support the Friendly House in the Central City neighborhood of Phoenix on Feb. 20 and 21.

In its six years of partnering with Rebuilding Together, Lowe's has donated $7 million and completed 958 projects across the country.

More than 100 Lowe's Heroes employee volunteers from area Lowe's stores will team with Rebuilding Together Valley of the Sun.

The Standard & Poor's/Case Shiller index rose 5.5% over last year.

Home prices rose in November, according to the widely read Standard & Poor's/Case Shiller composite index of home prices in 20 major markets. 

For the year, the index was up 5.5%. The index also showed its 10th consecutive month-over-month gain, beating the string of nine straight increases that occurred during the homebuyer tax credit incentives of 2009 and 2010.

SummerWinds Garden Centers is a Boise, Idaho-based high-end retailer of garden and nursery products. SummerWinds operates retail nurseries in the Silicon Valley of California; Phoenix; and St. Louis. The retailer says it appeals to both the serious and casual gardener with a broad selection of premium gardening products and knowledgeable staff.

A Phoenix businessman who sold two stores six years ago has opened Carl’s Ace Hardware Store, according to the Peoria (Ariz.) Times. 

The businessman, Steve Herrgesell, sold Ace Hardware Stores in Tempe and south Phoenix about six years ago. He also co-founded Peter Piper Pizza. He opened the new store, at 75th Ave. and Cactus Road with his son Carl and daughter in law, Faith.

Few stances have riled employers this summer more than the National Labor Relations Board’s (NLRB) position that employee handbooks with language about at-will employment may violate the National Labor Relations Act (NLRA). This position, which Kent Jones, an attorney with Nixon Peabody in San Francisco, characterized in an interview with SHRM Online as “a terrible stretch,” applies to all employers -- unionized or not.

The NLRB floated this theory in a pair of cases earlier this year at the Phoenix regional office.

The S&P/Case-Shiller Index, a leading indicator of U.S. housing prices, showed annual declines of 3.6% and 3.5% for the 10- and 20-city composites, respectively, for February 2012. This is a new low for February, which has not seen such levels since 2002. But the decline was less steep than in previous months, when it recorded a 3.9% drop in January and a 4.1% drop in December in year-over-year figures.

The S&P/Case-Shiller Index, a leading indicator of U.S. housing prices, showed a 0.9% rise in home prices in July 2011 compared with the previous month for both its 10- and 20-city composites. This is the fourth consecutive month of increases for both indices. 

In July 2011, the 10- and 20-City Composites recorded annual returns of -3.7% and -4.1%, respectively.

A study released today by CoreLogic, a real estate data and analysis firm, indicates that 38% of homeowners who took out home equity loans on their houses were “underwater” at the end of the first quarter of 2011, compared with 18% of borrowers with no home equity loans. More than 40% (4.5 million) of all negative equity borrowers have home equity loans.
