According to the U.S. Environmental Protection Agency and the Department of Justice, Lowe's has agreed to settle its lead paint case for $500,000 and to implement a new compliance program at all 1,700+ locations nationwide.

The settlement is a response to an EPA investigation that found that Lowe's lacked the documentation to prove it had abided by the agency's regulations when hiring contractors in nine states or using EPA-approved lead paint testing kits. The EPA was originally tipped off by comments and complaints from the public.

Marysville, Ohio-based Scotts Miracle-Gro Company named Randy Coleman as executive VP and CFO.

Coleman replaces Larry Hilsheimer, who has left the company after slighlty more than a year in his role.

Chairman and CEO Jim Hagedorn described Coleman as a better fit for the position.

At a seasonally adjusted annual rate of 946,000, housing starts failed to break the million mark again in March, according to the U.S. Census Bureau.

March's rate is 2.8% above the upwardly revised February estimate of 920,000 -- a 1.9% rise instead of the initially reported 0.2% decline -- but 5.9% below year-ago levels of 1,005,000.

Single-family housing starts came in at a  rate of 635,000, which is 6.0% above the revised February estimate of 599,000.

Citing a tendency for the metal housing and lens to separate from the bulb's base and fall, Satco Products is recalling several thousand of its KolourOne LED Light Bulbs.

The recall affects about 119,000 units in the U.S. and 2,350 in Canada of the KolourOne Brand Panel Array 2.0 and DUO 2.0 PAR 30 and 38 LED Light Bulbs.

Four reports have been received of the bulb components separating and falling, but no injuries have yet been reported.

Forest products giant Weyerhaeuser says it will reorder its leadership team this summer.

Current SVP, general counsel Sandy McDade is retiring in July. Succeeding her will be Devin Stockfish, who will also maintain his current role as corporate secretary. Stockfish has been serving as corporate secretary and assistant general counsel since last June. Before joining the company, he was VP & associate general counsel at Univar Inc.

Also retiring is Sara Kendall, VP corporate affairs and sustainability, on May 2.

But one thing is clear according to a presentation here at the Home Improvement Research Institute Spring Conference: contractors are a difficult group to research.
